G-7/G-20 a Venezia: la grande farsa della “giustizia fiscale globale”

Contro il G-7 e il G-20, i grandi poteri del capitalismo globale!

Per lo sciopero generale contro il governo Draghi!

I boss e le boss della finanza e delle maggiori potenze di tutto il mondo hanno scelto il palcoscenico di Venezia per recitare la farsa della “giustizia fiscale globale”.

Parliamo di farsa perché sono gli stessi poteri (Fmi, banche centrali, Ocse, governi del G-7) che da 50 anni hanno cambiato la legislazione fiscale di tutti i paesi per abbattere la tassazione del capitale agrario, immobiliare, industriale, commerciale, finanziario, e creare le condizioni per cui più grandi, globali e speculative sono le imprese, meno imposte pagano. Anche i cosiddetti “paradisi fiscali” li hanno permessi loro, permettendo alle multinazionali di farvi “sparire” ogni anno qualcosina come 250 miliardi di profitti – e facendo crescere esponenzialmente, ovunque, il debito di stato.

Ora questi/e boss recitano la parte dei “pentiti”, mettendo in cantiere – per il 2023 o il 2024 – una “supertassa” sulle multinazionali del 15%. Un operaio, una segretaria, un autista di bus pagano di Irpef, in Italia, almeno il 23% del proprio salario, e il prelievo totale medio sui loro salari è intorno al 43%. La “supertassa” (?) su Amazon, Google, Stellantis, Pfizer, Luxottica, Eni, Benetton, FedEx, etc. sarebbe, invece, al 15%… ma – attenti – solo se i loro profitti superano il 10% del fatturato. Sicché Amazon si è detta al sicuro, e sono al lavoro ovunque gli specialisti in elusione ed evasione fiscale (alla Tremonti) per ridurre al minimo i danni, se davvero la tassa dovesse essere introdotta.

La farsa ha un destinatario: le lavoratrici e i lavoratori che sudano la vita, e devono fronteggiare un presente e un futuro sempre più pieni di precarietà, incognite e rinunce. I grandi poteri, che sanno di essere sempre più delegittimati dalle crisi a ripetizione, dalla criminale gestione della pandemia (che ha origini in tutto e per tutto capitalistiche), dall’inaudita polarizzazione della ricchezza sociale, cercano di recuperare terreno con questa messinscena: loro, i tutori, gli inservienti dei capitalisti, si travestono oggi – oplà – da appassionati amanti della “giustizia sociale”.

Che si tratti di una farsa lo prova anche il programma fiscale del governo Draghi fatto di abolizione dell’Irap (a favore delle imprese), alleggerimento del prelievo sulle rendite finanziarie (a favore dei soliti gnomi e gnome della finanza), nessuna modifica al catasto (grande regalo ai palazzinari). E se per caso la farsa non riuscisse a prendere per i fondelli il pubblico, giù botte da orbi con le polizie di stato e quelle private.

Giovani, lavoratrici, lavoratori della “marea”,

la vicenda del fisco globale che detassa da 50 anni i parassiti di tutte le risme, e grava di pesi fiscali chi si guadagna la vita con il proprio lavoro, è soltanto un aspetto di un sistema sociale che ci sta portando verso una catena di catastrofi ecologiche, sanitarie, economiche, sociali, belliche (pensate solo ai 70 e più anni di spietata guerra contro i palestinesi), di cui stiamo vedendo solo i primi segni.

Non potremo fermare questo corso del capitalismo globale con petizioni, appelli, preghiere affinché il G-7 e il G-20 diventino saggi e giusti, modificando la loro natura e funzione. La sola possibilità che abbiamo è organizzarci, lottare insieme, senza paura, contro i grandi poteri responsabili dello sfruttamento del lavoro umano, delle guerre, del saccheggio della natura, dell’inquinamento, di tutte le forme di disuguaglianza sociale, del razzismo, e portare la lotta fino in fondo. O vincono loro, o vinciamo noi: una terza via non c’è. E il prossimo appuntamento qui in Italia è il grande sciopero generale contro il padronato, il governo Draghi e l’Unione europea, in autunno!

G-7/G-20 in Venice: the great farce of “global fiscal justice”

The male and female bosses of finance and major powers around the world have chosen the stage of Venice to play the farce of “global tax justice”.

We are talking about farce because it is the same powers (IMF, central banks, OECD, G-7 governments) that for 50 years have changed the tax legislation of all countries to reduce the taxation of agricultural, real estate, industrial, commercial, financial capital, and creating the conditions whereby the larger, more global and speculative businesses are, the less taxes they pay. They have allowed also the so-called “tax havens”, allowing multinational corporations to make you “disappear” every year a little thing like 250 billion in profits – and increasing exponentially, everywhere, the state debt.

Now these male and female bosses are playing the part of the “repentant”, setting up – for 2023 or 2024 – a “super tax” on multinationals of 15%. In Italy a worker, a secretary, a bus driver pays at least 23% of their wages in Irpef (tax on personal income), and the average total levy on their wages is around 43%. The “supertax” (?!?) on Amazon, Google, Stellantis, Pfizer, Luxottica, Eni, Benetton, FedEx, etc. instead, it would be 15%… but – beware – only if their profits exceed 10% of turnover. So Amazon has said it is safe, and specialists in tax avoidance and evasion (so as Tremonti, ex-minister of economy) are at work everywhere to minimize the damage, if indeed the tax were to be introduced.

The farce has a target: male and female workers who sweat their lives, and have to face a present and a future that is increasingly full of precariousness, uncertainties and sacrifices. The great powers, who know that they are increasingly delegitimized by repetitive crises, by the criminal management of the pandemic (which has capitalist origins in all its aspects), by the unprecedented polarization of social wealth, are trying to recover ground with this shameless staging: they, the guardians, the servants of the capitalists, disguise themselves today – oh yes! – as passionate lovers of “social justice”.

That it is a farce is also proved by the tax program of the Draghi government made of the abolition of IRAP (in favor of companies), easing the levy on financial income (in favor of the gnomes of finance), no changes to the land registry (great gift to building owners). And if by chance the farce does not succeed in taking the public for a ride, down a beating with the state and private police forces.

Young people, workers, workers of the “tide”,

the story of the global tax authorities that for 50 years has been detaxing parasites of all reams, and burdening those who earn their living with their work with tax burdens, is only one aspect of a social system which is leading us towards a chain of ecological, health, economic, social, war (just think of the 70 years of ruthless war against the Palestinians) disasters, of which we are only seeing the first signs.

We will not be able to stop this course of global capitalism with petitions, appeals, prayers that the G-7 and the G-20 become wise and just, changing their nature and function. The only possibility we have is to organize ourselves, to fight together, without fear, against the great powers responsible for the exploitation of human labor, wars, the plundering of nature, pollution, all forms of social inequality, racism, and taking the fight to the end. Either they win, or we win: there is no third way. And the next appointment here in Italy is the great general strike against the bosses, the Draghi government and the European Union, in the autumn!
